The CIO-SP3 contract provides IT systems and services necessary to support the office of the Chief Information Officer (CIO) within the National Institutes of Health (NIH) and other government agencies. These solutions include health science and biomedical research-related IT services to meet their scientific, administrative, operational, managerial and information management requirements. The contract also covers general IT services because medical systems are increasingly integrated within a broader IT architecture requiring a systemic approach to their implementation and a sound infrastructure for their operation. Through this contract vehicle federal agencies will be able to acquire a wide range of IT products, services and solutions within the following 10 task areas:

  • Task Area 1 – IT Services for Biomedical Research, Health Sciences & Healthcare

  • Task Area 2 – Chief Information Officer (CIO) Support

  • Task Area 3 – Imaging

  • Task Area 4 – Outsourcing

  • Task Area 5 – IT Operations and Maintenance

  • Task Area 6 – Integration Services

  • Task Area 7 – Critical Infrastructure Protection and Information Assurance

  • Task Area 8 – Digital Government

  • Task Area 9 – Enterprise Resource Planning

  • Task Area 10 – Software Development

The CIO-SP3 contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order (TO) contract whose orders may be Time & Materials (T&M), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), or Cost Plus Award Fee (CPAF).

Period of Performance:

10 year Term – 06/01/2012 to 05/31/2022

NIH Contract Usage Fee:

All task orders issued under CIO-SP3 require an NIH Contract Access Fee (NCAF) of 1 %. The NCAF is calculated as [Total Award Value * 1%]. Total award value is inclusive of all labor, fees, (including award fees and incentive pools), and ODCs/Travel.
