Hannibal S. Jackson


Hannibal S. Jackson is the President/Chief Executive Office of Y-Tech, LLC.  Mr. Jackson’s career spans nearly 22 years having served eight years in the United States Army Reserve as a Telecommunications Operator and Counterintelligence Special Agent. In addition to his honorable military service, Mr. Jackson has provided high-quality management and Information Technology (IT) consulting services to the Office of Naval Intelligence (ONI), National Security Agency (NSA), US Army Corps of Engineers, and the Office of the Under Secretary of Defense, Acquisitions Technology and Logistics (OUSD(AT&L)) for over 17 years.

Mr. Jackson oversees the day-to-day operations of the company, including providing vision, leadership, and guidance in establishing the company’s short and long-term growth strategy.  In his role as President/CEO, he is also responsible for the achievement of both tactical and strategic goals/objectives to ensure excellent customer service delivery, including the identification of emerging trends that will add intrinsic value to the clients served.  As CEO he is intimately involved in managing Y-Tech’s highly technical and diverse workforce ensuring a challenging and rewarding work environment where the employees’ technical expertise directly benefit our valued clients.

Mr. Jackson holds a Master of Science (M.S.) degree in Information Assurance from the University of Maryland University College (UMUC), and a Bachelor of Arts (B.A.) degree in Communication from George Mason University. During his tenure at UMUC, Mr. Jackson was awarded membership into Upsilon Pi Epsilon, an International Honor Society for the Computing and Information Disciplines and the honor society of Phi Kappa Phi. Mr. Jackson is also a life member of Kappa Alpha Psi Fraternity, Inc.

Christopher Grenville

Vice President for Enterprise Solutions, IT Division

Christopher Grenville currently serves as the Vice President of Enterprise Solutions, IT Division.  His background includes over 15 years of high-quality management and Information Technology (IT) consulting services to the Defense Logistics Agency (DLA), Naval Supply Systems Command (NAVSUP), the Food and Drug Administration (FDA) Center for Drug Evaluation and Research (CDER), the Commonwealth of Pennsylvania and State of Maryland.

Mr. Grenville builds a close, collaborative and frank relationship with our partners and clients in order to define, manage and re-engineer programs to deliver mission-oriented, standards-based, business-driven solutions that yield immediate value through clarified governance, reduced costs, increased efficiency, enhanced performance, streamlined functionality and vastly improved customer satisfaction.

Mr. Grenville received his Bachelor of Arts (B.A.) in International Studies from Elmira College and his Master of Arts (M.A.) in International Relations from Baylor University. During his professional career, Mr. Grenville achieved and continues to maintain his Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Jeffrey D. Freeland

Vice President, Army Programs

Jeff Freeland, Colonel, Retired, United States Army, is Vice President, Army Programs. Mr. Freeland is a combat veteran with a career that spans nearly 31 years having served 26 Years in the United States Army Corps of Engineers and in the Private sector. Career highlights include Director of Engineering, Joint Task Force-Bravo, Commander 37th Engineer Battalion, Airborne, Fort Bragg NC, J5 (Plans, Policy, Interagency, International) Joint Improvised Explosive Device Defeat Organization, and Program Manager, J8 (Acquisition) Integration and Delivery Division, Joint Improvised Threat-Defeat Organization.

Mr. Freeland is responsible for daily operations of the company’s Army Programs, strengthening, and expanding existing client relationships/business and winning new client contracts that lead to company growth. He is responsible for providing advice/guidance on the company’s overall Tactical & Strategic Plans, key hires, customer satisfaction and new business. Mr. Freeland supervises the daily division employees and overseas day-to-day Army programs division operations.

Mr. Freeland holds a Master of Science in National Resource Strategy from Industrial College of The Armed Forces (ICAF), Masters of Science in Administration (MSA) from Central Michigan University and a Bachelor of Science in Construction Technology from Norfolk State University. Mr. Freeland is Project Management Professional (PMP) Certified, a member of the Project Management Institute (PMI) Southern Maryland Chapter, member of the Society of Military Engineers (SAME), Defense Acquisition University (DAU), and a member of the Alpha Phi Alpha Fraternity Inc.

Randall Meyers

Vice President, Business Development

Randall Meyers is the Vice President of Business Development for Y-Tech. He has over 25 years of technical and management experience focused on the Aerospace and Defense market that spans startups as well as Fortune 100 companies. His career started as a Federal Agent with the United States Secret Service and has continued from there having worked in many locations throughout the world. His experience includes initial public offerings (IPO), private debt placement and mergers and acquisitions. Mr. Meyers was the founder and CEO of i2S (ideas-to-solutions) acquired by Camber Corporation, a New Mountain Capital holding. New Mountain exited Camber in 2016 in a reported $380 million deal with Huntington Ingalls Industries.

Mr. Meyers has worked for startups as well as established firms to include: ACT acquired by SAIC; Ford Aerospace acquired by Lockheed Martin; Conquest acquired by The Boeing Company; Optical Data Systems and Advanced Computer Communications of Santa Barbara, California. He is experienced in running all facets of the organization to include finance, marketing, program management, business development, human resources, contracting and security. He has led successful capture on programs as large as $700 million and developed pipelines in excess of $3 billion.

Mr. Meyers holds a Juris Doctorate and a Bachelor of Science degree having attended the University of Maryland University College, The University of Baltimore School of Law and The George Washington National Law Center. He has also taken extensive executive education courses at Harvard Business School and Northwestern Kellogg.

Jennifer Pierce, SHRM-SCP

Director, Human Resources

Jennifer Pierce currently serves as Director of Human Resources. She has 25+ years of diverse human resources and management experience that spans start-ups and established organizations. She has extensive hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, compliance reporting, HRIS implementations, HR workflow development, training and development, and benefits administration.

Prior to joining Y-Tech, Jennifer held human resources leadership positions for several government contractors, including Rockwell Collins and Lear Siegler Services. While at Lear Siegler Services, Jennifer was the Vice President of Human Resources & Facility Security Officer where she supported 3,000+ employees and partnered with Operating Unit leaders to ensure alignment of HR strategies with business initiatives and goals. Her roles within Rockwell Collins included management of the benefits department, Affirmative Action and EEO compliance, employee relations, and development of policy and procedures.  Jennifer was Director of Human Resources for several 8(a) Government Contractors. In these capacities, Jennifer was responsible for developing and implementing on-boarding, training and development, performance management, employee retention, benefits management and employee relations policies and strategies. She was also an independent consultant specializing in human resources for 3 years.

Jennifer earned her Bachelor of Science Degree in Business Management from the University of Maryland University College with a major in Personnel and Labor Relations and is certified through the Society for Human Resource Management as a Senior Certified HR Professional (SCP) and through the Human Resource Certification Institute as a Human Resource Professional (PHR). Jennifer is also a recipient of the SMART CEO C-Suite Executive Award.
